Put An End to Statewide Homelessness
Homelessness Can Be Solved. The main reason David Lozano is running for Governor is to put an end to homelessness. David holds the solution to this incredible problem, but it takes great courage, fortitude, creativity, and unyielding determination – which David has – both as a leader and as the future Governor of California. From his first day in office, David will immediately begin the journey of providing temporary then permanent housing, food, clothing, and soon thereafter jobs – so that these people can once again re-enter society with honor and dignity. Along with this solution, those homeless that suffer from mental illness, alcohol and drug addiction will be provided medical and psychological support so that they too can return to society to join their family and friends in seeking a better tomorrow. And at the same time, by doing all this, by helping the homeless, we can return our streets to the safe, clean, beautiful environment they once were, so that all Californians can use these streets, sidewalks, and parks and enjoy them once again.
To begin down the path of curing the pain and disparity of homelessness one must begin with respect. Respect of the individual homeless person and their personal life belongings. For decades we have looked upon the homeless as disgusting rejects of society. We have cared nothing of their belongings, their health, their dignity, or their future. We simply want them removed and discarded somewhere else, but certainly as far away from our surroundings as possible with the hope that they will never return. Nothing can be further from the truth from what we must do as a society in order to help these fellow countrymen (and women and children) who suffer from being homeless. If we can respect these people and their belongings, we have the beginnings of building their trust and cooperation in resolving the world we call homelessness.

David Lozano is the only candidate that has a real solution to homelessness – a project he calls “A New Hope” – which will end Homelessness in California within two years or less. The plan will build – from the ground up – not one – but three major metropolitan/residential cities – one in the Northern part of California; the second Northeast of the Antelope Valley outside of Los Angeles; and the third in the Southern tip of California with each having not just upper and middle-class areas, but also having a moderate class area with the capability of housing over 50,000 homeless each.
IMPLEMENT POLICE REFORM
David “wrote the book” on Police Reform a decade ago, but it was too advanced for society at the time. But now with what has happened over the past year, David’s solutions are ready to be implemented which will return the trust that the people of California have back in their police officers.

Candidate David Lozano is a specialist in the field of mortgage law and finance has been a practicing attorney here in California dealing and negotiating directly with mortgage lenders for the past 28 years. He has created a remarkable and innovative plan which will change the real estate market as we know it today and make housing affordable for every Californian.

The State of California will not only lead the Country in development, construction, manufacturing, sales, and marketing, but it will build a financial infrastructure that will cause local markets to rise with a strength that will ensure stability and confidence.
California’s economy and diversity depend on immigration, but it must be legal. The United States was founded on the basis of people from other lands stepping onto our soil and enriching it with their strength and courage to make this country stronger and more vital and richer and a place that those people can be proud of and feel safe to raise their children in and grow and educate them. This is still that same country. But in these current times of world tensions and concerns, we must be protective and cautious for our current citizens, and as government representatives, we have the responsibility to review and properly screen every potential candidate who wishes to enter our country to ensure they are doing so with the right intention and the proper credentials. At the same time, we need to understand that we are all human, and this process must be done as efficiently and expeditiously as possible.
WE NEED IMMIGRATION – BUT IT MUST BE LEGAL
Our country was founded on immigration. So, it makes sense that we welcome those that want to come to California from all over the world seeking work and wanting to raise their families here and help our state grow and prosper. But to do so, they must enter our country legally first and follow the proper rules and guidelines in order so that our government can correctly process their identity and background to ensure the safety and security of all Americans as well as the safety of the immigrants applying.
David will introduce a plan that offers full health care coverage for all Californians. Bottom line. I am going to create a Statewide Medical Care System that will compete with private health care systems. Just good old American Capitalism. If the private Healthcare Systems want to make money, all they have to do is just provide the same services as the Golden State provides plus more for less – and the Golden State will happily hand over their customer to the private sector.
REDUCTION IN ALL STATE AND LOCAL TAXES
One of the first tasks my Administration will perform is to conduct and audit of all departments of the state agencies in order to find waste which is one of the causes of over-taxation. The end result will be the immediate reduction in both State and Local Taxes. But as this is occurring, the very first bill I will cut will be Senate Bill 1, the Gas Tax, immediately reducing the price of gasoline in California by 51.1 cents per gallon.

The key solution to water management is to put ALL the solutions into effect immediately. The biggest problem has been bureaucracy and the slow decision-making process by the bureaucrats in deciding which solutions California is going to choose to solve its water shortage problem. Choose them all. California’s water shortage problem is so serious and so massive that there is no longer any time left to squander over petty differences. We must act and we must act now. There are numerous innovative ideas and solutions, some small, some large, some actually quite affordable, some quite costly, but they all produce, or conserve or save or reuse water. And water is what California needs. And the sooner we implement these solutions we will identify which idea works the best and begin to lean heavier on that idea and step away from the others.
PROTECTING OUR VETERANS
Our Veterans have suffered enough. Under my administration, every Veteran in California will be housed and cared for, including medical and psychological support, in addition to those that are currently homeless and abandoned. Our Veterans were there for us when we needed them the most, it is time that we are there to support them.
COVID –19 POLICY
Once Governor, my administration will always consider advice from our country’s top scientists, doctors, and medical advisors on the current status of the virus. We will, however, take immediate action to overstock and supply every hospital and medical facility now with equipment, supplies, and inventory in preparation for the possibility of another covid pandemic. But, as Governor, my overall policy, different than from all other candidates, is to remove these masks and get our State back to a pre-Covid environment.
